PM's Response to Quotation
The PM responds within two weeks, either accepting or giving reasons for not accepting. Silence = acceptance.
If the PM does not respond within two weeks, the quotation is treated as accepted.
The PM must give reasons for non-acceptance. Reasons such as 'not agreed' without explanation are insufficient.
