Withholding Acceptance
The Project Manager may withhold acceptance of a submission by the Contractor for a reason stated in these conditions of contract. Withholding acceptance for a reason stated in these conditions is not a compensation event.
The PM can only withhold acceptance on grounds explicitly stated in the contract for each type of submission. If a reason is not contractually stated, the PM cannot withhold acceptance on that basis.
Withholding acceptance for a non-contractual reason may itself be a compensation event. The Contractor should challenge improper withholding of acceptance promptly.
