PM's Decision
The PM notifies the Contractor whether the event is a CE. If the PM does not respond, the event is treated as a CE.
The PM has one week to decide. If no response, the CE is deemed accepted.
A 'not yet decided' response is not a final decision. The PM should provide a substantive response.
