Assessing CE — Time
Delay is assessed as the length of time planned Completion is later than the Accepted Programme.
Assess against the Accepted Programme. If no programme exists, a reasonable contractor's programme is assumed.
If the Contractor is ahead of programme, a CE may have less time impact. Float belongs to the Contractor.
