CE Assessment — Forecast

Purpose

The assessment of a CE is based on a forecast of the effect. The PM states the assumptions made in the assessment.

Practical Application

Forecasts are made at the time of assessment. If assumptions later prove incorrect, the CE may be reassessed under 61.7.

Common Pitfalls

Forecasts should be realistic, not optimistic or pessimistic. Unrealistically optimistic forecasts benefit neither party when assumptions prove wrong.
