CE Assessment — Overlap
If two or more CEs overlap, their combined effect is assessed together. The assessment separates the effects of each CE.
Overlapping CEs require careful delay analysis. The contractor demonstrates each CE's individual contribution to the total delay.
If CEs overlap with Contractor delays, the Contractor's delay entitlement may be reduced. The burden of proving which delay caused which effect falls on the Contractor.
